J. Kevin Carnell
Chief Operating Officer & General Counsel


Mr. Carnell’s responsibilities include overseeing the firm’s operational divisions and managing all corporate legal matters. He provides consultation to RCM&D clients on the implementation of alternative risk financing programs, captive insurance company formation, and reinsurance negotiation. When appropriate, he assists clients with insurance claim disputes and interpretation of related insurance regulations.


As one of the architects of RCM&D’s multi-disciplined consultative service model, he helped develop RCM&D’s industry specific practice areas such as Healthcare and Education. During his nearly 20 year career at RCM&D, Mr. Carnell has also managed the development of many of the firm’s value added services for both fully-insured and self-insured clients.


Mr. Carnell is a recent trustee and former Chairman of the Board of Friends School of Baltimore. He serves on numerous committees for nonprofit organizations and has been a featured speaker in many insurance and legal seminars.


He earned his Juris Doctor from the University of Maryland, School of Law where he graduated with honors and holds a bachelor’s degree with distinction in English and Communications from the University of Delaware.
